I've always found the best way to remove flaky skin is with an enzymatic exfoliation. This one by MyChelle is a dupe for the $80 one by Kate Somerville Exfolikate. I do that once a week, and then use a physical exfoliation in between if I need to.

I don't know whether sheet masks or tubes are better. I just know that she probably shouldn't use physical exfoliators because those would irritate her pimples and fruit enzymes are one of the milder chemical exfoliators. I haven't used those for awhile because I can use more potent exfoliators now, but this here is one of the mildest exfoliators that I've used that's also effective: http://www.amazon.com/MyChelle-Fruit-Enzyme-Scrub-2-3-Ounce/dp/B000MASTNI/ref=cm_cr_pr_product_top. As long as she doesn't rub hard and use it once a week, it should be ok. Or she can just use the double cleansing method. Massaging oil on her face and then massaging another gel/foaming cleanser should be enough to keep most of the dead skin off.
