It is definitely ingrown hairs. I see this most often after waxing if I don't care for my skin 'properly' afterwards. They offer toners and other topical solutions at spas for it, but it's basically just isopropyl alcohol and salicylic acid like this. An alcohol-based toner should work just as well. Additionally, I use St. Ives Apricot Scrub once per day in a circular motion to help coax the hairs out. Also, always moisturize after stripping the natural moisture from your skin!! Drying it out will only make it worse.
You can try some anti-bump solution, the kind men usually use for their beards after getting a hair cut. This is the one I use and I've had no problems with it so far.
I had problems with this for a long time, but just bought this product and it’s helped a lot with getting rid of bumps and ingrown hairs. Also make sure to exfoliate a few days before shaving and when the hair is growing back in!
