I am fairly certain that it won't have an ODB that actually works and uses the OBD2 protocol. The Model S and Model X don't have them.
But you can get aftermarket speedometers based on GPS's that work... like this:

for the mount, I'm sure someone can come up with a 3D printer STL file that would work.
Alternatively there are plenty of aftermarket GPS-based HUD's.

But I have played with the second linked HUD and it's all a bit funky and I'm not sure that I would put it on my Model 3. If I did, I'd 3D print some sort of hood for it to make it look a little better.
