Right off the bat leading with clothes is the most important thing, good job. (Would swap out the jeans though)

I assume you have jumper cables, air pump, flares, etc.

A loud whistle.

Headlamps are considerably more useful than flash lights.

I wound drop the folding knife for a fixed blade.

It appears you live in a cold climate (tire chains) so a shovel and some salt would likely be used regularly.

Some light weight food Incase you are hoofing it. (Trail mix, jerky, chocolate and peanut butter if it is cold)

Tinder is important in you are planing to start a fire. Lighter fluid is great but it burns quick. Fat wood and wet fire will better round out your fire starting in bad weather.

For emergency survival you would want a shelter system, water filtration, and additional water storage. A canister stove would greatly increase your moral in the cold. I keep a 5 liter collapsible jug in the trunk and when the weather gets bad I fill it up. This is in addition to my water bottle I keep full. Your mileage may very with these items depending on your commute/driving habits and expectations. (They do not make great shelters due to the size and notoriously fragile eye holes)

Tools: I’m a little jaded here but I get a lot of use out of my tools. I work in an office with a bunch of communication majors and they don’t know how to fix much. So I keep a full set of sockets and wrenches, vice grips, clamps, 15 inch hand saw (which I sometimes carry backpacking), needle nose, channel locks, assorted fasteners, sand paper, wire strippers, etc.
