You are on the right track with the drill press and two axis vice. In essence you're turning your drill press into a mill. You need to use the proper tool, the same tool you would use in a mill, a spiral 2 flute cutter. You'll need a drill press with a quill-lock so you can plunge the cutter into the wood and lock it into position before using the slide vice.
Make sure that everything is very secure, vice to table, block to vice, etc. You'll want to take multiple passes. Don't try to mill the whole depth in 1 pass. Each pass should be between 1/4"-1/2".
Go slow and careful on the first few and you'll figure out how to do it.
