Added in my favorite gaming mouse it's the best thing you can use for long playtimes. Look up corsair refurbished they usually have deals on them.

For most users, no, it will be fine. There's a group of us that prefers 1440p at that size, and a smaller group (myself included) that prefers 4k. But the VAST majority of PC users are 1080p or lower. If you're on a strict budget, a 1080p 27" monitor is a good basic option and there's no shame in that.

Absolutely ignore the response time. It's an advertised figure not based in reality. If you're choosing IPS or TN and not overdoing the overdrive setting then you won't notice ghosting in most cases. VA panels are a different story.

Here's my personal preferences in this market.
A glossy monitor is one that is essentially a sheet of glass or plastic (think Apple's displays, almost any laptop, tablet, or phone). It's reflective but offers the best visual quality when you control the glare/reflections. A matte display is your typical desktop or office monitor. It uses thin film that can look grainy/sparkly. It makes the image look dirtier than a glossy display, but you'll appreciate it in a room where there's natural light.
The VA panel I recommended is one of my all time favorites. The light matte coating is the best film-based coating I've ever used (I'm a glossy snob). Being a VA panel it will offer you better contrast which is great for movies and many games. However, ghosting can get bad so definitely a try-before-you-buy if possible. I figure you'll go with one of the IPS/PLS options, but wanted to throw this in as a dark horse.

A PS4 cannot benefit from a monitor with more than 60 Hz refresh rate. Your budget is also a bit constricted. Nevertheless, the HP 27er 27-in IPS LED Backlit Monitor has excellent reviews and it is a 27" monitor.

I don't recommend a TN panel because IPS is superior in terms of color quality, and the response time difference between a 1ms TN panel and a 5ms IPS panel is completely negligible, especially at 60 Hz. Please see this comment for a very detailed response of why.
Taking into account the negligible difference between TN and IPS in response time, IPS provides superior color quality vs TN, and buying an IPS monitor is within OP's budget.

However, I will say that I initially bought this monitor for docking my laptop and having a dual screen setup for school so I didn't necessarily buy it for gaming purposes. I'm happy with the screen quality though!
It's a good place to see things in person before you place your online order. I went to Best Buy yesterday to look at monitors and actually see what the difference is between all of these strange acronyms. I eventually went on Amazon and bought two of these. Liked how they looked in-store, and they were WAY cheaper on Amazon.
I just bought a hp 27er and it seems to work quite well, I've had no issues with it so far. I'm not sure if it is better or worse than the one you posted, but at the price I got it for it works awesomely. They boosted the price recently however.

It does have a semi-glossy screen which enhances clarity, but would not work well in a bright room.

Not that I know of. I wouldn't skimp too much on a monitor. After all the monitor has a very big influence on the viewing experience.
I'd spend 25$ more and get a panel like the HP 25er. It's one of pcmonitors.info recommendations. I always trust those guys because they do the most crazy detailed analysis of monitors possible. They cover pretty much everything.
That HP is a excellent panel, it's 7ms,so what. I played competitive battlefield 3 for years on a 6ms Dell IPS. it's really difficult to get people out of this notion that the listed Grey2grey times mean anything in a real world scenario.
Listed response time is grey2grey. You name me a time where you monitor changes from grey2grey? It doesn't, ever. It's irrelevant. Look at monitor's individually.. Look at the extensive analysis of a monitors performance and please just ignore what the 'response time' is listed as.

1080p@27" is pretty low res. Honestly at this price I would just save for a 29" ultra wide. They hit $200 often.
I don't think a 970 would handle 4k very well, I would stick with 1080p. A couple good ones that I know of:
