So far I'm happy with https://www.amazon.com/gp/product/B074PLD2LB/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1. I had to fiddle with the monitor and nvidia settings to get it to look like I want. Other than that I like it.
I'm watching it on my desktop via Google Chrome. I ran a speed test to make sure my internet wasn't the issue and it was fine 200mbp/s UP and down. My monitor is HDCP compatible im pretty sure(atleast from the searching i have done). Its an HP Omen.
EDIT: So I tried loading them up in FireFox and it was the same way. Tried Microsoft Edge and it played them in HD. So it must just not be compatible with Chrome and Firefox. Thats kinda frustrating.
EDIT 2: I unplugged my Oculus headset and i can now suddenly watch them in HD via Chrome.

i managed to get this on a sale for about 125 euro, from my understanding it usually goes on sale for even less in the US
well you really only need one 'good' monitor and one that's the same size to match it.
im using the hp omen 25 and its pretty great. then just find the cheapest 60 hz monitor you can find thats the same size
