If you're looking for something with pen support, I'd suggest looking to a refurbished Microsoft Surface Book for just under $1200. The model with the i5, 256gb SSD, 8gb of ram and GTX 940MX graphics card would work well for you. It would be able to easily play light and moderate games, and has a great build quality and long battery life. A pen is also included.

For an option with slightly better specs, look into a HP Spectre x360 from Best Buy for $1225 (after $125 student discount). It has great specs with a Kaby Lake i7 processor, 512gb SSD, 16gb of ram, GTX 940MX graphics card, and a 4K display. It's also pretty lightweight and portable, and has a pretty solid battery. It is a 15.6'' though. A refurbished version of the 13'' model can be found on amazon for $1050.

If you drop the touch screen requirement, you could also consider a Lenovo Edge 14'' for 1050 with a kaby lake i7, 16gb of ram, 512gb SSD and GTX 940MX graphics.

I found a HP Spectre x360 with 4k display around your budget, it's refurbished but if that's not a problem you can check it out here
