Is it possible for it to be the cable?
Edit: You can test by ordering from amazon, and if this is not the issue, you can return the cable.

Just for reference, when people say the 3-in-1 cable they mean the new cable with all of them twisted together or whatever it is. In one sheath.
I just bought one from amazon used for $41 shipped works fine, ordered saturday, got delivered today, I know there was more in Stock at the time I ordered.

I had a similar issue and bought a new 3-in-1 cable, which fixed it: https://www.amazon.com/gp/product/B01MQW49B3/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1
Awesome.
Any other additional pieces you think I need?
I think I'm going to pick up:
Wrist straps
Silicone condom controller covers
3 in 1 cable: https://www.amazon.com/gp/product/B01MQW49B3/ref=ask_ql_qh_dp_hza
Anything else I might need?
Open SteamVR, then open the SteamVR settings here.
Go to the Developer tab, scroll down to near the bottom, and press "Remove All SteamVR USB devices".
Reboot.

If it does not work after that, open the headset mirror (look to the image, click Display VR View instead)
Check the mirror, if it's displaying a tracked image (pick up and move the headset and check for movement on the mirror).
If it does, and the Vive display is black, disconnect the HDMI cable from the headset (far left cable in this set of instructions)
And then unplug the HDMI cable from the link box, keep all over cables plugged into the link box, and plug the HDMI cable that goes into the link box, into the headset.

If you get an image from this, you have a bad 3-in-1 cable, or at least the HDMI portion, which is quite prone to failure, and I'm actually dealing with one currently as well.
You can then either buy a new 3-in-1, or buy an HDMI cable of a similar length (this one is known to work) and zip tie it to your current cable.
If unhooking your cord from the linkbox and untwisting doesnt help you can probably get a new one from the microsoft store or https://www.amazon.com/HTC-Vive-3-1-Cable-Pc/dp/B01MQW49B3
HTC's shipping rate is insane. Amazon Prime link and Microsoft Store with free shipping.
[edit] The power adapter, HDMI and USB are sold separately. They also cost more than the box itself.
Amazon
I don't know how U.S. Amazon shipping to Canada works, but this is the only other place I know of to get the cable.

I'll just mention stuff I've tried myself.
If money is no object, multiple monitors or at least headless ghosts are ironically useful in virtual desktop applications like Bigscreen. I run 3x2560x1600 in one large screen. Bigscreen has an update coming for multiple monitors too. Big physical screens are nice for spectators/multiplayer.
Until the wireless adapter comes out, a decently long displayport cable and longer USB cable running to the link box to cover the large play area and if you have an original Vive, the new 3-in-1 cable with a sleeve.
I've been looking at [this overhead pulley thing](https://www.amazon.com/MDW-Retractable-Management-Headset-Adhesive/dp/B01M6EB8DM/
) but I haven't actually tried it yet.
Two Vives would be good, you can run them off the same 2 base stations and partition the space with chaperone. I run a Rift and a Vive in the same room.
Get an assistant/intern/wife/child to help you set up/put things away, maintain everything, patch/update, find new content, etc...
Accessories:
You might want a good recording setup with mixed reality support as well.
e: stuff I forgot
Assuming you meant Vive and 3 and 1 cable when you said it you're in the wrong sub, and HTC is the support you'd need to contact for issues. I doubt they'll give you a new cable though as their support sucks, but you can buy one through Amazon.
I suggest replacing the bundle,
https://www.amazon.com/HTC-Vive-3-1-Cable-pc/dp/B01MQW49B3/
They have the actual OEM cable. Otherwise, it might be a tight fit to put in another cable. You'll need very thin connectors to fit in the slot on top of the headset.

Something like that would probably work, notice the very small head compared to the golden connector. But it becomes a durability issue. A general off the shelf cable isn't usually meant to be moved around and tug at all day.
WHY?!
HTC already made an active hdmi cable, that comes with usb

Yeah, so did mine. You can get the new one here though. Really makes a huge difference.
