I have this 4 foot T5 with a stand, this shelf on top of a side table, this 2 foot T5 hooked to the bottom shelf with paper clips and key rings (lol), daisy-chained to this other 2 foot T5 hooked to the top shelf the same way. They are all run on two of these timers which are on ~10 hrs/day.
I have two of these plant racks from Lowe's in front of my south and east facing windows, I jimmied out the bottom shelf and sort of rested it on my windowsill and the edge of the stand (lol again). It's all very MacGuyvered.

Seedlings need light that is close and strong, otherwise they will become “leggy”, which basically means they are stretching towards light. If they become too leggy, they will be weak and probably non-viable.

Make sure whatever light you buy goes to 6500k light temp, that is the same brightness as regular sunlight. I also suggest investing in a timer for the light of you don't already have one!

Yeah, those are definitely easier to find & less expensive. My current lights are hanging from one of these stands, though, and I would have to figure out how to make those shop lights work with that setup. I dunno if I'm that creative lol

The window faces south, it gets a fair amount of light after the trees lose their leaves but it’s not completely unshaded. I might try that for a bit.
