You can buy pet blankets that are heat reflective. They utilize "space blanket" material, but shredded thinly or in tact, but in an internal layer. Some can crinkle annoyingly. I have THIS one for my dog and it does not crinkle. You might think about making a full cubby space (like a mini dog house) which would heat up pretty well just from body heat.

I have a pad like this for my cat, and she loves it. The pad itself isn't actually heated, it just reflects the animal's body heat back to them.
