Magpul makes round limiters for their magazines. They are a replacement for the bottom floor plate that sticks up inside the magazine spring to limit the follower from being pushed down far enough to load more round. This is a picture of the '-5' limiter.

You could buy a couple of their limiters (-10?) and then epoxy something onto the end to make it stick up even further to get a -28ish for your 30 round pmag. I assume you are already aware you can't get 30 rounds of 6.5 into your 223 pmag.

Something similar could probably be done with the C-products; something that sits inside the spring or inside the sides of the magazine to stop the follower from going down as far. The biggest issue I see with the C-products is that you don't have anything to attach to, you don't want your limiter to tip over and get tangled up in the spring, but you can't attach to the bottom plate because it slides on and off...The easiest would probably be a GI magazine limiter like this and you could then epoxy something to the top to make it the height you want.

Also, for both of these limiters it may make sense to cut the existing top off, and epoxy a section in the middle, as the top is designed to mate with the follower for a solid stop (if you just epoxy a bit of dowel on there you may have issue with the way it hits the bottom of the follower not being consistent).
