I bought a couple of those animal disposable heater packs for my babies because of hurricane season. This is in their first aid kit for me.

Wrap that hot pack in a towel and make sure it doesn’t touch your baby’s shell or skin directly. Put his enclosure near a heater but not too close. Go buy a bulb ASAP. I heard heat pads can burn tortoises so I recommend a heat bulb, and always have an extra or two for cases likes this.
