Obenkyo does this.

It is however somewhat difficult to get it to recognize your characters sometimes. I've let a Japanese person use it before and it's failed them on some characters.

I believe the latter levels of My Japanese Coach for the Nintendo DS also has that kind of functionality, but I hear that some of the stroke orders are wrong.

I started out not knowing how to read japanese.

I could understand speaking a bit better, but not reading. I eventually started to read Katakana and now in my off time, I use a dictionary and some apps for the kanji bits and some for the hiragana. (it's also why PSO2es's story bits will take a while).

Since joining Arks-Layer for translations, I have learned many things, but still room for growth.

There is one game designed for learners called My Japanese Coach by Ubisoft. However, it seems to have issues with the stroke order of some characters. Moreover, the emergence of mobile apps has made the game not as useful as it was back in the day (I never tried it so cannot judge). Japanese software is usually designed for Japanese audience so prior knowledge of words, grammar points and even kanji is presumed.

They do different languages as well.

It's not really what you are looking for, but it is a teaching tool, not very complex, but a good start.
