DMSO is incredibly easy to get, and working with it would mostly require a Tyvek suit, gloves, respirator, and probably a laminar flow hood. Ricin is also fairly easy to synthesize; aside from the castor beans, you probably already have eveything you need.
My point is, if DARPA looks for and expects explosives for a terrorist attack, then that leaves major threat vectors completely unexplored.
I really can't recommend DMSO followed by a long soak then rinse in distilled water.
