IIRC these are evironment monitors, tracking temperature and humidity readings in the halls. Most often you'll see these next to wooden sculptures, older paintings and other exhibits threatened by moisture.

The ticking sound is just the readout paper roll scrolling.

EDIT: the formal term is literally hygrothermograph, aka "temperature and humidity measurement device"
