Not true. The Russian military forbade looting, especially from dead Germans. Well, after the turn of the war when the Russians were better supplied, at least. I'm sure that before Kursk, looting was free for all. But first hand accounts from the war show that when Soviets would wear out their boots and try to loot some from dead Germans, if caught by a sergeant or someone higher, they would be threatened with death.
