Not overly experienced in this area, but this is what I've got: Philips AquaTouch AT890
People often say you won't get as good a shave with an electric razor as with a wet shave, which is true, but this makes a damn good effort. Really close. Really nice shave. Price is fairly decent compared to some electric one's you can get. I also like the mini pop out blade that it has for more precise trimming.
Just my recommendation. Worth a look I'd say :)

I guess if you've nothing in the bank it mightn't be an option .
It's electric, you can wet shave with it with shaving cream. I get very little agitation from it.
