It's a Phillips Hue set up. I got one of these as a gift, and not so long ago this was on sale at Home Depot for $25.

The Hue system gets a lot of flak for being pricey. There are definitely cheaper alternatives, but I don't know enough to confidently point you in any direction. I would imagine r/Hue might be a good place to start.
