Fan splitters or a PSU fan adapter (beware, the last one can get pretty loud).

Not really often, once every year or so, maybe every other year. Just remember to change it everytime you remove the CPU cooler.
I would recommend getting a 3 or 4 pin fan splitter, depending on your mobos header. Running up to 3 fans on a single header is always possible.

Other than that there are connectors for your PSU to split a molex connector to 3 pin headers, some of them have build in resistors to reduce the fan speed.

3-pin and 4-pin fans regulate speed entirely differently (voltage regulation v.s. pulsed), so I do not not advise that you regulate a 3-pin fan from a 4-pin connector.
