If Sega put out an official USB one, I'd consider buying it. If you really want a pad over a joystick, the PDP one received good reviews. I used the MadCatz one and it wasn't all that great after a few hours of abuse -- I'd stick with a stock PS3 controller over it. Here is a review on that unit:

Sadly, the reviews of the Gtron look poor and many people recommend buying an adapter (which I wouldn't do). Not many solid options for current gen consoles + gamepad + fighting games.

I'm not certain for speedrunning specifically but I personally love the gen2 sega saturn controller for 2D platformers and fighting games. You can find adapters Here or just get one with USB already Here. I personally use an adapter and joy2key since I have a Saturn already.

Could you post a link to wherever you're buying the pad from? Is it a first-party Sega pad with an adapter/converter or is it just similar or knockoff?

If you're referring to something like this then it would probably be a DirectInput controller and you'd be out of luck for the 360.
