I occasionally carry pepper spray like this. But thankfully people are generally pretty good about following the law and keeping their dogs leashed here.

Glock model 43 sub-compact 9 mm pistol + training + permit (where required)

I realize this is a pricey option, but if you're talking serious self-defense, this is part of the answer. TRAINING & PRACTICE ARE IMPERATIVE

or other model… The 43 is the most popular for concealed carry because it is very small and light, yet is every bit a serious weapon
