The Stars manga was just marketed that way in the first release in the USA. The same manga is in the 11 and 12 volumes that came out in 2013 and there are plenty available (link here: https://www.amazon.com/Sailor-Moon-11-Naoko-Takeuchi/dp/1612620078/ )
I don't think the Eternal editions that are coming out now have gotten to the Stars arc yet.
