It's indirect, but there are DVD recorders out there with VHS tape slots. You put the tape in and a blank DVD-R and it will record the VHS to the DVD. Then you can deal with the DVD as simple mpeg2 (or potentially divx) video and rip it as you would any home-made DVD.

These kind of things aren't terribly common. You could run to nearby thrift stores (such as Goodwill) to see if they have any.
While buying one of these isn't ideal, and they're not terribly cheap, it is simpler than buying a TV tuner card for your computer and recording the output manually. With one of these, it's as simple as pushing a button. So it's up to you which way you go. If you only have 2 or 3 tapes you want to copy, maybe you could find someone on craigslist who would be willing to do it for you for a small fee. If you have a dozen+ tapes though, I'd highly recommend a recorder box, since it means fewer headaches.
