So, this device essentially works the same way as most other external storage solutions for iOS. Some of these create their own WiFi for you to connect to for transfer purposes.
Sounds like you're looking for a wireless media drive. This could do the trick.
It essentially creates it's own WiFi signal which you can connect your phone to and access the files on it. It has an SD card slot too to increase storage capacity if you need.
