No idea if there are any rules for it, but from the sounds of it, it would be perfect for a house ruling.

Now not knowing exactly what they're wanting makes it difficult to determine rules, but if for example they wanted to have Wire Reflexes 2, but broken and only functioning at a rating 1 standard: then charge them the rating 1 nuyen cost, the rating 2 essence cost, throw in a small twitch when they activate it for flavour (no negatives, just fluff), and charge them at least the difference between rating 1 and 2 (if not 5-10% more) to fix it.

The skeptic in me is looking for their angle and how they're trying to game the system. So to cover all bases I figure alwas charge the full possible essence cost unless it's installed into another piece of ware, in which case it takes up capacity, and if they're going to get ANY benefit from it then they need to pay something for it.

For instance, if they have a cyberarm with a broken cyber shotgun installed, and they want the gun to still pop up (http://www.amazon.com/Shadowrun-Augmentation-Catalyst-Game-Labs/dp/0979204771) but not fire, then charge them something: if the gun even looks like it could fire then you can bluff with it and it's a benefit, so shouldn't be free.
