Not really "making from scratch", but I used to buy raw pistachios in bulk, roast them, and rub them with paper towels to get the dry hull/skin off. I was probably doing it wrong, but it took time and effort, and I still didn't get all the hulls off.

Definitely better off buying them on Amazon or at Trader Joe's.
