I know that Chicago has some of the strictest knife laws in the country, so there's that. It's nothing that's /absolutely/ unique, but it's something. Spyderco, the company that made the knife I gave you before you left, makes a folder specifically for Chicagoans, aptly named the Chicago. link

Quick suggestions:

CRKT SS Eros ($37 on amazon, neat flipper, light, but tiny)

Spyderco Dragonfly 2 ($48 on amazon, the popular "little big knife" option, comes in other flavors, I prefer the Cat though)

Spyderco Cat ($41 on amazon, often my choice for Chicago or Boston carry, at least when I'm not carrying a Tuff Lite)

. . . and one more that's far superior to the other three in utility, but that is perhaps less easy on the eyes:

Cold Steel Tuff Lite ($29 on amazon)

For these requirements I like the Spyderco Chicago.

Near perfect 2" EDC knife IMO (liner lock, G10, deep carry spring clip).

Budget as well.

For $42 you can get the Spyderco Chicago which was designed for Chicago's very strict knife laws.

Have you been turned down for concealed carry yet? Apply for a CCW first, that's your best tool for self defense. Law of the land in CA is shall issue (Puerta v Gore) but many areas are refusing to follow the law until appeals are heard, but it's worth a try.

Either way it sounds like you should take a judicious use of lethal force class to learn what to do, when, and how. The number one priority of course is running away. California has both stand your ground (Lethal force may be justified in the defense of yourself or others in a situation facing imminent bodily harm) and castle doctrine (home invasion is considered to be an imminent bodily harm situation). In CA if you don't act within the law they have no problem putting you in jail so it's up to you to shoulder the responsibility if you choose to carry. Also regardless of whether or not you acted within the law you will get sued after the fact.

Because I hate it when people get preachy when asked a question and provide no actual relevant information, in regards to your question:

In CA there are usually no length restrictions on a knife you can concealed carry, only the type. Basically a folder without being a switchblade. In schools the length limit of a fixed or locking blade is 2.5" In city buildings, meetings, court houses, etc the limit is 4".

For a quality sub 4" blade I think the Spyderco Endura 4 Wave is great: http://www.amazon.com/dp/B00190VMFM/ref=wl_it_dp_o_pC_nS_ttl?_encoding=UTF8&colid=MZWJMM7PLOK8&coliid=I16PPRQSFTZH5Z

The little hook on the back of the blade is to snag your pocket to speed deploy the blade one handed as you pull the knife out.

If you require the short blade the Spyderco Chicago was designed with that restriction in mind: http://www.amazon.com/Spyderco-Chicago-Plain-Knife-Black/dp/B0056NM2WK/ref=sr_1_1?s=sporting-goods&ie=UTF8&qid=1409935552&sr=1-1&keywords=spyderco+chicago
