/u/desrtfx made a great suggestion, but I would like to add a few points.

If your nephew is more interested in robotics, I would choose a robot kit. Something like this quadruped, crazyflie(a tiny quadcopter), or if you're really feeling generous, crazyflie 2.0 and its radio.

These kits are good because they're simple projects with an end goal that can also be expanded and 'hacked'. The emphasis in these kits is generally on the hardware and he'll probably need a soldering iron. The benefit is he'll end up with something really cool that's easy to show off. He'll still have to get the source code to the robot, and maybe adjust a few config options, and the source can be expanded, but they are generally less code oriented. They are all well above your budget, but robotics requires more hardware.

If he's more interested in computers and coding, then definitely get a raspberry pi. It really simplifies the explanation of how a computer works and puts all the components front and center. It is an excellent tool for learning computer science. Once it's up and running, you now have access to linux which opens many more programming doors than an arduino or other robotics chips. There are also robotics kits available for the pi and I believe the most used library for rasberry pi robotics uses the Python programming language, which some suggest is better to learn in than Arduino (C/C++ language).

Also, if he's learning from scratch, maybe try learning with him. You might pick up on some concepts quicker than he does and you can then help him along. You'll learn something and get to hang out with your nephew. Maybe you'll find a new passion.

actually crawling bots would be ideal as you wouldn’t have to pick em up when they fall, trials would be faster.
