Super Street Fighter IV: Arcade Edition. If you like it, upgrade to Ultra Street Fighter IV, the newest and current edition of the game, for $15 for five new characters among other additions and changes. Heck, if you're just testing the waters you could even buy the non-AE version for even cheaper and still be eligible for the Ultra upgrade. Don't buy the regular (vanilla) Street Fighter IV version; it's outdated, nobody plays it, and you can't upgrade to Ultra.
However, keep in mind that fighting games are tough. You'll lose a lot when learning and many times the grind is rough and you'll want to quit pretty often. If you really want to learn, just stick with it. Watch/read tutorials, ask questions online, and practice practice practice in the training room.
Also, at some point you may be interested in getting an arcade stick. While I feel that fighting games are best played on stick, there's nothing wrong with playing on a controller/pad. Don't feel like you are limited gameplay-wise, however there are some advanced techniques that you can only do on stick. However, these techniques are not required to play at higher levels.

Tada! it wont be Steam, but it's still the same game. Someone told me that once you get the Ultra Upgrade it will migrate over to steam.
