I think you are underestimating it. It is on no less than 3 systems here in America alone (iOS, DS, Wii). It certainly didn't get on them by being a failure, as ports cost money.

It's a turn-based strategy RPG. The most niche subgenre of JRPG barring maybe the "monster hunting" subgenre.

But if we go by characters that get included in crossover games (which is silly, by the way) then Phoenix should be okay since he is in UMvC3 while any version of Megaman is not. Who's in Project X Zone doesn't mean squat, honestly.

On top of all that, PXZ didn't even do too hot in Japan, so Namco really can't be expecting great numbers, but they are still going all out with all pre-orders getting a free upgrade to the limited edition, which includes a CD soundtrack, poster, and art book. That only adds to the cost of the physical release.

Hell, even Hakuoki and Sweet Fuse from Aksys (two visuals novels aimed primarily at females on the PSP) have physical releases available. If THAT isn't "niche" I don't know what is. EDIT: A 3DS port of Hakuoki is coming as well.

Again, this is most likely just Capcom being incredibly cheap. They could easily take a page from Aksys or Atlus and just do small print runs for those that want a physical copy alongside a digital one for sustained sales.
