It needs to be an enhanced remote for Roku TV -- as far as I know, only TCL is shipping with those. https://www.amazon.com/TCL-Advanced-Control-Replacement-BRC64/dp/B0742HVB2J is their listing on Amazon.
The physical remotes use RF, not WiFi. The p607 supports the "enhanced" remote, which is RF, the p605 does not. I wish I had noticed that when I bought mine. I ended up using my Harmony + hub with the hub centered behind the TV because I ran into the same problem with the soundbar blocking the IR receiver.
Edit: Apparently the enhanced remote does work with the p605 according to comments on Amazon TCL BRC64 New Enhanced RF Remote Control Replacement for Roku TV
