One great thing about the essay form is that you don't have to make it a bullet-point argument of pros and cons, as you have done here. You can write a compelling essay about your own experiences of living in a small town, and conclude (because there does have to be a conclusion of some kind, some "moral to the story" or point of the essay, after all) that this great experience (or these great experiences) could never have occurred in a bigger, faster, more impersonal city setting. That's where your opinion is crystallized, even if the flow of the essay makes it clear that this is where you're going.

When you start to talk about your own life, your own experiences, your own feelings, then it might be hard to restrict yourself to only 200 words once you get going.
