Just in case you haven't already read them: Threats 2 has a longish chapter on Saito. It's set soon after he seized California, but provides some strong indications of where things were heading. The California Free State source book doesn't directly mention Saito, but provides a lot of detail about how the Japanese Marines governed San Francisco; Saito later extended these policies to California. The Neo-Anarchist's Guide to North America covers the early 2050s in San Francisco, with some details on Saito's predecessor.
I was a bit disappointed with the recent San Francisco Metroplex book, which is set after Saito's fall but has very little detail about his reign or collapse.
While non-canon, this wikia has reasonably good speculation about what happened during Saito's rule and what happened after.
