It is plain, has VERY good paper, A5 size, hard cover. it doesn't lay perfectly flat, but relatively.
I second Global Art Materials! I actually have one from their "Travelogue" line (which has their "drawing" paper instead of watercolor paper--but it's still sturdy paper and it takes lots of mediums and materials very well, including watercolor. And you'd definitely be fine with putting washi tape and other things in there.) And they definitely have A5-ish sized ones on Amazon, too.
I also love the texture of their covers. Sort of fabric-y.
