Get yourself a cheap pump and tubing to fit the nozzle. That's much faster than a siphon. I also used an adapter to attach my tubing to a garden hose so it could reach the tank from the bath; I put the pump in the bucket + enough dechlor for the entire tank and turn the water to just the right level so it can keep up with the pump. If you've a half-decent faucet you can get an adapter to attach the garden hose to instead of using the pump to fill the tank.

I have a 30 gallon mixing jug in my closet which is in my kitchen. I would suggest looking for closets/end of hallways/corners where you can keep a mixing station that's out of sight. I just use a pump to get me about 5m across the kitchen. You'll need a more powerful pump to get you your 15m but that'll take some experimentation. To take water out I just use a Python and there are extensions available.
