For the Icom, you'll need something like this: https://www.amazon.com/Valley-Enterprises-Chipset-Control-Programming/dp/B003OJAXWY/ref=sr_1_4?keywords=icom+ct-17&qid=1571078736&sr=8-4 I don't have any experience with the 706 but I assume it has the "remote" jack on the back like most icoms dating back to the 80s.

For the TS-570 my guess is that all you would need is an el cheapo USB to serial adapter and a serial cable.

Once you have the cables wired up, you then need to tell your program(s) which COM port to use and the specific serial line info of the radio. The N1MM site has a pretty comprehensive list. https://n1mmwp.hamdocs.com/manual-supported/supported-radios/

The GRE based RatShack scanners use the same 3.5mm cable and pinout as Icom.
