Since you can buy non-modded (i.e. 'licensed') turbo controllers commercially, they're not unauthorized.

Being dirty isn't the only possible problem.
If the previous owners were particularly rough with them, the joysticks can become extremely sloppy. I've got a 360 controller that I picked up used and while everything works on it, the joysticks are so sloppy that nobody wants to use that one. (And I just got Overcooked for the family, and so they're using every controller in the house!)
And in fact, this thread prompted me to finally get off my butt and order a replacement for that crappy controller. Though I got this one and got it new for $18 -- I've got one already and it works great.
