You'll want a portable pack that is designed for laptops, something with a voltage selector:

On the latter link, you can see a reviewer use the cable with the Anker battery pack I linked, and he says it works.
I believe the original SP3 charger had a recall due to overheating or something so that's probably why they're out of stock everywhere.

I had a Goal Zero Sherpa 50 (the battery pack with the inverter attachment) given to me for my birthday last year. The inverter causes some power loss versus a straight power adapter from the laptop port, so I picked up a cheap import cord and paired it with a little adapter to fit the output on the Sherpa. It's great for backup power but I haven't had to put it through any serious tests yet.
I've also heard great things about the Anker battery pack, and there were reviews on the Amazon listing page for the larger ones from other Surface users who had paired their batteries with the adapter cable I picked up.
Just get one of these and rewire the adapter or have someone who knows how to do that to do it for you. Very simple fix really.
The $20 qi-infinity cable has an LED but the Xiemin is only $7.

For the portable battery pack, you will need one that supports 12V DC output. The cheaper battery packs do NOT have DC output, only USB output (which will not work with SP3). I have this battery and it charges my SP4. Build quality is OK, some sharp edges at the bottom of the battery pack as it's not a unibody design. You'll need to buy a charging tip though. I picked up this tip and it works - the only quirk about this cable is that the charging light on the tip is always on.

I use these: A little heavy, but it provides roughly 2 full additional charges on my SP4. I typically use the 12V to increase the longevity of my battery, but it works just fine with the 16V setting for me and the charge rate is through the roof - I can literally watch my battery percentage increase about 1% per minute. :)
[note: I'm not sure that the 16V settings will work on your SP3. YMMV and hopefully it doesn't blow up.]

12V, not 15V. Your Anker battery with only USB ports won't work, you need something with a DC output jack.
This RAVPower battery is what I've been using for the past year. You'll need to set the battery to 12V output and connect it to your surface with a cable like this.
If you're uncomfortable charging your Surface with such a cheap, made-in-China cable, you can fabricate your own if you have a spare OEM power brick that you're willing to sacrifice if you have experience with soldering things (that's what I did).
