You want EVA foam, one of the easiest and cheapest ways to get the size you are looking for --- hop over to your local walmart and pick up a pair of Yoga blocks from the fitness area.

Get 2 of those and then cut them in half to get 4 blocks
Should give you room to do the shaping you want, just keep in mind that the blocks will compress to match the contours of your roof line already, you don't really need to do much shaping.
I think the blocks I used were originally 8x8x4 and I made 4 blocks that were 8 inches long and 4 inches square, and I cut my gunwale notches 2 inches from the top, leaving 2 inches of cushion that would compress down to about 1.5 inches off the roof line.
