They're great games, but yeah, very expensive especially complete. They're not too horrible if you settle for the cards only, though; Amazon prices are $52.00+shipping for Neutopia and $89.99+shipping for Neutopia II right now, and you can probably find them a bit cheaper on ebay.
I know they were also both on the Wii VirtualConsole, which is actually how I played them myself, but the WiiU only got the first game outside of Japan,
and I don't think Switch has VC at all yet(EDIT: I don't own one so I didn't know for sure, but a friend informed me that the switch actually does have VC now)...Essentially. There's a multitap adapter for the system.
