If it doesn't contain UV inhibitors, yes. UV degrades most (if not all) plastics. You'd need to use a marine grade product.

It's too dense and oily, I've heard of people thinning an oil based varnish and doing a lot of really thin coats and letting it dry/cure for a long fucking time with somewhat okay results, but Ipe is somewhat of a pain to finish. I've had good success using teakguard, you usually have to reapply it every couple of years (at least for outdoor furniture that goes inside over the winter), which does require you to wash the furniture and scrub it somewhat, but it's not that bad.

I've heard of people using shellac, but never tried it myself, doesn't offer much in the form of protection though.
