Not to be confrontational, but are you sure that's a federal law? Sounds more like something the state Gaming Commission would be in charge of - making it a Congressional matter seems like massive overreaching to me, but that's just my Libertarian streak :)

Second, those dice are used in games for money. Big, big difference from dice used just for recreation.

If you're really interested in the subject, track down a copy of the book Scarne on Dice. It's got a good section on how (six-sided) dice can be "loaded" to give non-random results.

Look up John Patrick’s books on Craps. I read it about 20 years ago and its methods are still what I follow.
