Tools mounted in solid holders with set screws are not adjustable. Using a single angle or double angle collets you can tap cutting tool into .0000 runout.
If you think about it, a small cutter say .03 diameter running out .002 is nearly 10% of the entire diameter. That’s like a half inch tool running out .05. At a low rpm it would be practically waiving at you lol
They make machines to check the runout but many shops don’t have them.

this thing is awesome for depth measurements for router bits, blades, etc. costs $20 and doesn't care which blade/bit i use.
