They're definitely using whole milk for their drinks in France. Besides being too rich, half and half will be very hard to steam well. This specific milk has the distinction of being relatively easy to steam, easy to find and is very similar to what they're using. Make sure your milk is very cold. Put your empty pitcher in the freezer for a few minutes before you steam. Pull it out, pour the milk in, and steam away. That'll give you a few extra seconds worth of stretching time. Stretch until the pitcher becomes warm to the touch, then sink the tip of the steam wand farther so that you get a good whirpool and keep steaming until the pitcher becomes too warm to touch comfortably.

If you're using a thermometer, stretch until you see ~100°F, then swirl until you see ~150°F.
