My daughter was like this. We bought her a toy stroller that she could use as a walker. It offers almost no support or stability compared to real walkers, so we figured she'd build up most of the balance and strength she'd get from walking. She fell a few times when she started using it, but soon she was driving it everywhere.
The other thing we did was set up a game where she would walk on her own between mom and dad, and get a hug+cheers when she arrived. That forced her to walk a few steps on her own, and we'd increase the distance as she got better and more confident.

Boom. Denim blue and under $20. One small pink heart, but that's no biggie. Folds just like a real stroller too!
My daughter has a red toy stroller. There are plenty of non-pink toy strollers out there. Toddlers of both genders love these things.
