MWH is generally the bible for water treatment.

The V&H Water Supply and Pollution Control is a simpler text if your background isn't environmental though.

Environmental science, specializing in aquatic chemistry and toxicology:

• Bioanalytical Tools in Water Quality Assessment, about using cell-based bioassays for toxicity testing, and definitely accessible to someone with an undergrad-level science background
  
• Environmental Organic Chemistry, although it's not super-accessible, this book covers the vast majority of the chemistry I do on a regular basis, mostly related to partitioning of chemicals within the environment (e.g., how much of a chemical added to a lake will end up in the biota, water, sediments, or air)
  
• Aquatic Chemistry: Chemical Equilibria and Rates in Natural Waters, which is pretty accessible if you're good in math, focuses on the inorganic chemistry of aquatic systems.
