If it makes you feel any better, I've never looked at anyone on and island and thought, "Wow their legs are so white they need to stop with that." I'm not sure if you mean "never tan" as in "they cannot tan" or "they are never tanned," but I highly recommend Maui Babe Browning Lotion in combination with some sunscreen. You'll tan right up!

Don't get that weird butt tan line that I did. Make sure if it's a horizontal tanning bed that you rotate a bit to avoid it.
In the winter I use Hawaiian Tropic suntan oil as a moisturizer because I'm obsessed with how it smells. Default body moisturizer is Gold Bond Radiance Renewal. This stuff smells sooooo good and it's hella moisturizing. For soap I use Rainbath because nothing else smells like it. It's like a spa all up in my bathroom every morning.
