Yep, I've got one and it works great for carrying one moped at a time (Express pictured, but I've also used it to carry other mopeds, including my Murray and my Hobbit). Front wheel off, use four ratchet straps—one on each corner. Here's another view of it.

I've had friends make their own custom ones but only because they want it attached to the car in two places, instead of just at the receiver. Any hitch-mounted carrier definitely wobbles a tad (although that's all within the design limits).
The light bar is great! Just happens that the fit between the basket I got and the roof of the car is a perfect fit for my light bar. It fits snug so all it's held on by is 2 zip ties on each end looped to the basket!

I know its been six days since your comment, but I just came across this sub. I go camping with my jeep all the time and use this hitch with this cargo bag. This is the only pic I could find of my jeep with the hitch while attached (with the bag only half full), but I must say its one of the best purchases Ive made.
