I work in HVAC, not a lawyer. My understanding is that you are legally entitled to a working furnace, but working AC isn't legally required. We've had many interactions with tenants who, like you, would like to somehow intervene in the approval process to speed things up. The problem is that you don't own the equipment, so you can't give us permission to work on it. Realize that if you take matters into your own hands, they are not legally obligated to reimburse you (AFAIK) and could probably hold you liable for any actual or assumed damage done by a contractor that you hire without their consent. This is important because it isn't always easy to tell exactly what caused any machine to fail. You don't want them to have the option to blame you.

Therefore, given your other comments about your rental rate and the inactivity of the property owner, why don't you get a window unit for your bedroom? The cheapest options are about $350, but you can always get a used one off of CL. Make sure you get one that runs off of 120 volts, as many need 240 volts which will not run on on a standard plug. This would work.

The other option is an evaporative cooler like this which is much cheaper and still works well in a pinch. It will add humidity to the air, but definitely helps in making the heat bearable (like 75 degrees or so down from 95).

i use the cheapo kind with knobs, not digital, and smart plugs. some digital types wont turn on and off at the wall plug, they need to turned on with the remote or pushing the button. not all act this way, but the knob kind will work no matter what. and small 5000 btu types cost about $120, and cool a 150 sq/ft room really well in the heat of the summer.

(im not sure about alexa controlled units like they have for microwaves now, this is just an option)

On window units:

They're actually QUITE good, IMHO. I cool my room to like 65F and sleep like a baby. Takes like 15 min to cool down the bedroom using 12,000 BTU.

Window units USED to be crappy efficiency, but not anymore.

First, ignore the SEER rating. That uses a formula to boost the ratings in a way that just has no bearing in Texas. EER is a flat 95F outdoor temp and 80F/50% RH indoor, SEER is 65F-104F and more complicated overall. The 104F side is relevant, but the other side is absurd.

You NEED to look ONLY at EER. That's KBTU/KW. In the past they were, like, 8. Now, the R410a ones can go to 12.0-12.2. This is only slightly worse than whole-house HVAC.

That uses 1KW, about $0.10/hr to run. $350 is TOTALLY worth it. You may not even have a circuit capacity for a larger unit. The newer high-EER ones are relatively quiet too.

DON'T BOTHER BUYING USED. IMHO, not worth it. You'll hunt forever to find a recent ~12 EER unit being sold cheap. It does happen, but HIGHLY unlikely to find in summer. Ones with mucked-up evaps/condensers, or any flattened fins, do not perform as well, and can be nasty inside. Just get a new, quality unit.

DO NOT USE THE "PORTABLE" ones. They do a "cheat" where they use the cold room air they JUST made to cool the hot condenser, and blow it out the house. EVERY cu ft of cold air exhausted that way must be replaced immediately with a cu ft of hot, damp air which must leak in somewhere- if the house was perfectly sealed, they won't work. So you get cold air from the outlet and it appears to be working, but it's somehow hot everywhere else. Sometimes they can make the room hotter when you turn it on! The EER/SEER ratings are fake.

Why not buy a small window AC unit, if it's just your room with the door closed? they have to sell them somewhere right?

I have something like this in a 450 square foot studio in Southern California and it easily keeps temperatures around 70F.

Sorry no euro units too much freedom and AC to even try.

For $112 you can get a window unit. It's not ideal but I've made it through many a summer with only one room cooled.

Also, it's worth posting on r/HVAC to see if anyone can help. Someone once helped me get my furnace working.

I'm going to go opposite here based on my own experience.

No swamp cooler. Even in a dry climate they barely work unless you're right in front of the outlet, and even then are useless past 88* and up.

Or similar. I was renting a room in a house with a swamp cooler, and bought a 12K window a/c for my room. On full blast it turned my room into an ice box. One hot summer day i went to make lunch and left my door open, since i knew the roommates were playing video games, soaked in sweat downstairs, barely moving with the stupid swampcooler on being useless.

By the time I made something, walked back downstairs to my room, it had cooled down the entire downstairs area by so much they were no longer sweating, and they were suddenly awake and having fun instead of barely moving in the heat.

I left my door open. They turned off the swamp cooler and enjoyed the a/c with me.

They make them they big, and bigger. I guess more correctly they are "though the wall" rather than "window".

They are 240 volt though (like a stove, hot water tank or clothes dryer).

They are pretty big, and heavy. I've seen them window mounted here in Florida in older homes that weren't built with central air. They require a shitload of bracing outside.

You can buy units for casement windows (like this but they cost more. When I had this problem I just bought the smallest regular one I could find, it fit with an inch to spare, and then I covered the rest of the window up with painted plywood.
